Yes, entering the spiritual dimension (akash), through deep meditation, one can indeed review the akashic records.  I have done it many times.

How is this done? How do you enter the spiritual dimension (akash)? By akash, do you mean the astral?

Or is accessing the akash different than an OOBE?

'Akash,' 'OOBE,' 'spiritual dimension' are all.  My method of getting there is to meditate to the depth of the 5th stage of samadhi, or deeper.
